JULIO 2015 43 R e s u m e n La cibernética es una ciencia interdisciplinaria que estudia las relaciones entre los humanos y las máquinas. La guerra cibernética puede dividirse entre el ciberespionaje y los ciberataques. De momento es imposible determinar de dónde procede un ciberataque, y mucho menos identificar quién lo ha ejecutado. La ciberseguridad consiste en garantizar la integridad, la confidencialidad y la disponibilidad del mensaje en la Red. La ciberdefensa, según la OTAN, es una responsabilidad nacional. Se generan más datos (megadatos) que nunca en la historia de la humanidad. Para lograr la victoria en la guerra cibernética es lógico e imperativo contar con capacidades para lanzar ataques cibernéticos. Un virus como Stuxnet (véase artículo «La EW en su versión cibernética», n.º 85, diciembre de 2010, de este Memorial) es capaz de provocar una explosión nuclear del tipo Chernóbil, o superior, no solo en centrales nucleares productoras de energía, sino también es silos nucleares o depósitos de armas de destrucción masiva. La infraestructura estatal de una nación, soportada por las tecnologías de la información, puede ser, mediante un ataque cibernético, no solo paralizada, sino puesta al servicio de la voluntad del agresor. El Stuxnet (Duqu malware), empleado hace cuatro años, ha sido ampliamente superado en eficacia y versatilidad por Regin, entre otros malware, más virulentos, más discretos y más destructivos, que mutan permanentemente.
