NATO and the curious incident of the dog in the night-time..................................20 The article presents the analysis of the relations between NATO and Russia, the performance of Russian politics and how the Alliance has reacted. New American policy seems to pivot toward the Asia-Pacific axis which could lead to think if, in the current situation, should not be the Europeans who took the reins of the defense of the European continent. A very interesting study about the development of the relations and the strategy of compensation to the hybrid war raised by Russia. UME PLANNING, MONITORING AND DRIVING................................................... 41 The experience of participating in operations with an origin in emergencies, as well as the execution of exercises set in major disaster theaters, has shown the importance of applying military procedures to resolve them. Permanent contact with the different actors related to civil defense, must not obscure the vision about what Armed Forces can really bring in to the materialization process of Operational Management in an Emergency of National Interest (level 3). If there is something which Armed Forces should be expert on it is the exercise of the Command and Control function and, to that end, it is very useful to extrapolate tools and procedures used in military operations, to the world of emergencies. DOCUMENT TRIDENT JUNCTURE 15................71 Recently, the LIVEX phase of the TRIDENT JUNCTURE exercise has come to an end; the NATO´s most important exercise in recent years and, according to several sources of information, a key test in the process of certification of the new Very High Readiness Force which should be finished before the Warsaw Summit that is expected to take place by mid-2016. The paper examines the exercise as a whole but highlighting the Spanish participation: the Light Brigade (BRILAT), set up as the Base Unit to generate the Very High Readiness Joint Task Force (VJTF); since during the next 2016 the NRDC ESP will be the Land Component Command of the new NATO´s «spearhead» that will include this Light Infantry Brigade, «Galicia» VII. Without leaving aside the logistic aspect, with an active participation of the Logistic Brigade (BRILOG) and the essential facet of the host nation support (HNS). La nouvelle politique américaine semble basculer vers l’axe Asie-Pacifique, ce qui dans la conjoncture actuelle pourrait laisser à penser que les européens devraient prendre eux-mêmes en charge la défense de leur continent. Une étude extrêmement intéressante sur l’évolution des relations et la stratégie de compensation par rapport à la guerre hybride menée par la Russie. DOCUMENT TRIDENT JUNCTURE 15.................71 La phase LIVEX de l’exercice TRIDENT JUNCTURE, vient juste de se terminer. Il s’agit de l’exercice le plus important de l’OTAN des dernières années et qui, selon diverses sources, a été un exercice clé dans la procédure de certification de la nouvelle force à très haute disponibilité. Ladite certification devra prendre fin avant le Sommet de Varsovie prévu pour le milieu de l’année 2016. Le document passe en revue l’exercice en soulignant l’intervention espagnole de la Brigade Légère (BRILAT), constituée comme Unité de base génératrice de la Very High Readiness Joint Task Force (VJTF), étant donné que l’année prochaine le NRDC ESP assurera le Commandement de la Composante Terrestre du nouveau «fer de lance» de l’OTAN qui comprend cette brigade d’Infanterie légère «Galice» VII.
