Twenty years after the signing of the Dayton Agreements, in Bosnia and Herzegovina (BiH), it is worth considering whether the executive mandate of EUFOR ALTHEA is still useful. In fact, it might be a real stumbling block to the institutions of BiH in order to begin fending for themselves. This paper deals with the thesis of those who still defend it, those that still keep that the progressive worsening of the country’s socio-economic conditions could revive latent ethnic tensions and therefore the military presence is still needed, and that of the detractors, in the sense that that argument does not withstand an in-depth analysis. After resorting to hypotheses, and admitting that yes, there could be reasonable interests behind the continuity of the executive mandate, the question is if Euro-Atlantic partners are pursuing these interests in a consistent manner. This article is dedicated to substantiate what the author considers a good commander, a good leader should treasure: ethics, exemplary nature, generosity and common sense. The aforementioned list is completed with the «personal qualities» that a leader also has to possess, and how the leader should act. The paper also reflects on the positive role of new technologies regarding the increasing of the capacity of control, but at the same time pointing out the dangers that could arise from them and affect the leadership, including the effect that the excess of information can produce in the analysis and decision making. Lieutenant colonel.Cavalry. Staff College graduate. The First World War western front stagnated, after a short phase of movements, in a continuous front of trenches from the sea to Switzerland. The repetition of the old tactics leaded to insignificant results at the expense of human losses of monstrous proportions. Overcoming this impasse and getting the political decision through military operations was the challenge that faced the military of the nations involved in the conflict. The solutions provided, of technical, tactical and operational character, involved a deep transformation of the armies. The article is presented in two parts: the first discusses the solutions put into practice in five emblematic battles: Ypres, Verdun, Somme, Cambrai and Chemin des Dames, and in the second part it shows the solutions put into practice during the German and Allied offensive campaigns of 1918, and it ends with conclusions on the processes of transformation. Vingt ans après la signature des Accords de Dayton en Bosnie-Herzégovine, on peut se demander si le mandat exécutif de l’EUFOR ALTHEA reste toujours valable. En fait, Il pourrait constituer un véritable obstacle pour que les institutions de la Bosnie-Herzégovine commencent à se débrouiller toutes seules. Ce travail, passe en revue les thèses des défenseurs qui soutiennent qu’une détérioration progressive des conditions socioéconomiques du pays pourrait raviver les tensions ethniques latentes - ce qui rendrait nécessaire la présence d’une force militaire -, ainsi que celles des détracteurs dans le sens qu’un tel argument ne supporte pas une analyse approfondie. Après recours aux hypothèses et en admettant qu’en effet il pourrait exister des intérêts raisonnables dans la continuité du mandat exécutif, la question qui reste à savoir est si la poursuite de ces intérêts par les partenaires euro-atlantiques est faite de manière cohérente. Il est complété par la liste des qualités, «qualités personnelles», qu’un leader doit en outre posséder, et la façon dont il doit agir. Il réfléchit sur le rôle positif des nouvelles technologies en termes d’accroissement de la capacité de contrôle tout en signalant leurs dangers sur le leadership, y compris l’effet qu’un excès d’informations peut produire sur l’analyse de la prise de décisions. Lieutenant-colonel. Cavalerie. BEM. Après une courte phase de mouvements, le front de l’Ouest de la Première Guerre Mondiale stagna sur un front continu de tranchées de la mer jusqu’en Suisse. La répétition d’anciennes tactiques mena à des résultats insignifiants au prix de pertes en vies humaines dans des proportions monstrueuses. Surmonter cette impasse et parvenir à la décision politique à travers des opérations militaires fut le grand défi auquel durent faire face les militaires des nations impliquées dans ce conflit. Les solutions fournies, d’ordre technique, tactique et opérative comportèrent une profonde transformation des Armées. L’article est présenté en deux parties : La première analyse les solutions mises en oeuvre dans cinq batailles emblématiques : Ypres, Verdun, la Somme, Cambrai et Chemin des Dames, tandis que la seconde expose les solutions appliquées dans les campagnes offensives allemandes et alliées en 1918, et se termine par quelques conclusions relatives au processus de transformation.
