190 Revista del Instituto Español de Estudios Estratégicos Núm. 2 / 2013 This article presents an in-depth analysis of the role of think tanks in the field of defense and international relations. In a globalized environment marked by mass communications and often defined by the importance of shared governance, consensus, negotiations and balance of powers and growing democracy of opinion, think tanks are key organizations involved in the making of defense public policies and the development of military operational strategies. This work is based on an analytical and comparative approach to these organizations (type, core activities, historical conditions of their appearance) in the United States, as a matrix of the object, France and Spain. Case studies will be provided in order to illustrate the concep-tual framework. The choice of France and Spain, two middle powers, in the interest of comparing two models with profound differences that share borders, history, culture and European project.
