329 Brigadier General Miguel Ángel Ballesteros Martín Spanish Institute of Strategic Studies Director INTRODUCTION The publication of the third issue of the Journal of the Spanish Institute for Strategic Studies (IEEE) is a new step in the consolidation of the scientific nature of our review, that aims to become a reference in the field of international security. In 2012, the IEEE decided to launch a journal that fulfilled all the requirements of the scientific reviews, including the biannual publication. After a zero issue born in December 2012, the first issue was released in June 2013 and now we present the second issue, strictly observing the periodicity commitment of the journal. Other obligation was to make our issues available to both Spanish and English speaking realms. A bilingual edition has come. In the present issue, ten articles of major interest are published, having overcome the scientific peer review performed by external evaluators. The articles cover topics at the heart of debate in security and defence matters with a high analytic and methodological level, certified by the external reviewers. In the first article, Carlos Setas makes an assessment of the evolution of the relations between Afghanistan and Pakistan as a consequence of the negotiation process with the talibans and of the machinery of both countries in the future regional security architecture. The author analyzes how the taliban strategy could be facing these countries policies. Second article, by Felipe Santos, offers an interesting report on Strategic Communication,
