Abstract 88 Thoughts INSTITUTIONAL SPEECH DECEMBER 2017 Colonel Martínez-Ferrer, Artillery Branch Inspector, analyzes in the Institutional Speech the activities carried out by the branch during 2017. The issues spoken are: institutional field, Artillery Doctrine and Artillery School activities (Military Teaching), Field Artillery Command, and Air Defence Command. Training and use THE CLUSTER ASSIGNED TO THE OPLAN MARCO IN THE AIR DEFENCE OPERATIONS The Defence General Staff Commander (JEMAD) published in June 2013 the Guidelines concerning the Employement of the Armed Forces as well the concept of Joint Force. For the Air Defence Artillery, this has traslated into alocating a Battalion-sized Cluster assigned to the OPLAN MARCO in the De-fence Air Operations. The Air Defence Operations Command (MDOA) is in charge of planning and conducting the surveillance, control, security and air police operations within its sovereignty, responsibility and na-tional interest airspaces, and also to practice the command over the forces under his authority. Therefore, all units with air defen-ce capabilities must work under the command or in coordination with the Air Defence Operations Command. CONCEPTS C-RAM TO C-EAT EVOLUTION. Dealing with the C-RAM concept and the protection against the UAV systems. It talks about the system adaptation to the operations area. It propounds some measures against UAV systems, both regarding information and defence against drone attacks. Technique and research TEACHING QUALITY MANAGEMENT SYSTEM In 2008 the Artillery School was externally evaluated by the Army Teaching Directorate (DIENADE). In the general field of teaching, the structure, relations and services given by the School were examined. Within a quality culture, a mission, view and values were stablished to reach the goal of being a center of excellence. An internal audit was carried out along 2012 to identify and un-derstand all the activities developed by each section, to build up a process road map that worked out and reached the goal. Later in 2013, the School was evaluated again by the General Re-cruitment Directorate (DIGEREM), with resulted in a proposal of being the “pilot unit of the internal quality control” by the DIENADE. In February 2015 the National Assessment Agency CERTIFIED that the Artillery School had got a grade between 300 and 399 points fo the EFQM Model for Excellence.
