We carry out an overall assessment of the effectiveness of the defense system, taking into account the limited availability of cash and the extension of the Empire. The basis for the study was a short manuscript kept in the National Library which synthetically summarized revenues of the Crown and defense spending in the late sixteenth century. The conclusion is clear, despite the extreme difficulties that arose in 112 ESTEBAN MIRA CABALLOS ABSTRACT the Empire, both terrestrial and naval defense system worked reasonably well. Indeed, this was arguably the greatest merit of Imperial Spain. Quite another thing is that precisely those excessive military expenditures which faced the monarchy, of which could have been avoided, eventually impoverished the peninsular kingdoms.
