Abstract This work points out the complicated scenario that had the National Public Security System reform process in Mexico on 2006. The reform of Mexican’s security institutions has been delayed. When this country decides to engage this challenge both the organized crime and the secu-rity agencies structural failures complicated the path, and opened the objective to different goals. To recover territories captured by organized crime, in which the State uses the Armed Forces, and to fully reorganize the National Public Security System in all the levels. It is probed in this paper that it’s not true that Mexico doesn’t allocate enough resources in Public Security. It is especially in the federate states and the main cities were the budget effort has been higher. This argument crashed with the poor results that we can see, and forces to society to worried about where this public money went. Also questioned the debate that it is going on in Mexico, related to unified command of Mexican’s police institutions on the federate states.
