L’ISIL a identifié le pouvoir des médias en privilégiant et en structurant le pilier de l’information avec des directives globales analogues à celles de la communication stratégique jusqu’à arriver au niveau tactique. De surcroît, ces mêmes médias sont utilisés comme instruments de C2. Pour tirer profit de leurs potentialités et garantir leur accès, les différents acteurs, conscients que l’inaction ou la passivité est tout aussi contre-productive que l’attitude belliqueuse ou agressive, doivent harmoniser des concepts antagoniques tels que la sécurité et la liberté d’un côté, et la concurrence et la collaboration de l’autre. Le contrôle des espaces communs n’est plus du ressort exclusif d’une grande puissance. Nombreux sont les concurrents qui luttent pour atteindre la domination sur certains d’entre eux, ainsi que nombreuses sont les menaces qui visent à réduire les avantages de l’opposant ou de porter atteinte à leurs infrastructures, leurs biens et leurs services. ISLAMIC STATE, THE INFLUENCE OF TERROR AS A STRATEGY.................................................................. 14 During the conflicts of the last decades, the Western world has experienced the repercussions of the immediacy and globalization of the information, in a way that certain news have provoked significant changes in the decisions of the governments. The ISIL has identified the power of the media, prioritizing and structuring the pillar of the information with global guidelines similar to those inherent to strategic communication and up to the tactical level. For greater complexity, those same media are used as C2 instruments. The Coalition faces this reality struggling to coordinate the dissemination of its narrative and its activities of information against the propaganda and the C2 of the ISIL. THE CONTROL ON “GLOBAL COMMONS” IN TODAY’S WORLD....................................................... 20 The independence of countries and international organisms is bound to the freedom of action associated to the use of the global commons. To profit from their possibilities and grant access to them, the different actors, aware that inaction or passivity is as self-defeating as a belligerent or aggressive attitude, must harmonize antagonist concepts such as security and freedom, on the one hand, and competition and collaboration, on the other hand. The control on global commons is no longer exclusive to a great power. There are several competitors striving to achieve supremacy upon some of them and numerous threats which intend to cut down the opponent’s advantages or to attack its infrastructures, goods or services. EFFECTIVE LEADERSHIP............................................. 34 This article tackles the approach to an effective leadership, to be applied by the commander of a Unit or a team facing extreme circumstances, as those expected in counterinsurgency and stability operations, where the ethical behavior of its components, if inappropriate, can bring on undesirable consequences. In such extreme or complicated situations, this effective leadership lists as its main features compliance with an exemplary ethical and moral behavior; an improvement of the relations between the commander and his subordinates which fosters respect and mutual trust; and keeping optimal conditions which create a favorable climate of comradeship that allows all the components of the team or unit to develop an irreproachable performance and ethical behavior at all times. MOUNTAIN TROOPS: THE PAST AND THE FUTURE..... 40 The article revisits the historical evolution of the Mountain Troops and makes some reflections about the future of these troops after the disbanding of the Mountain Troops Command and the transformation and organic dispersion of its units. The author presents a number of proposals which ensure the preservation of the combat capacity in the mountain and in extreme cold weather within the frame of the Army’s new organization, since he maintains that the current scenario of risks and threats defined by the incertitude and the change may require our units to act in mountainous and extreme cold weather areas. DOCUMENT.............................................................. 55 The Document we present in this issue provides us with a general view of the Engineers Command, a structure created on May 1, 1988 and integrated within the General Reserve, including the four regiments of specialties and railroads existing up to now. Composed by a Headquarters and three Regiments: 11 Specialties, 12 Pontoniers and Specialties and 1 Engineers, it has the capacities of command, combat support and general engineering support, many of them unique in the Army –and even within the sphere of the Armed Forces–, necessary to guarantee the engineers support which might be needed by the Army, both on a permanent basis and in operations, including support operations to civilian authorities on national soil.
