Tactical Leadership Programme. Training leaders

This military programme, which has been in operation since 1978 and from which thousands of pilots and support personnel have graduated from the variety of courses generated, has facilitated the transition between several technological generations of aircraft and has survived, adapting its content, the Cold War, the fall of the Berlin Wall and the turbulent era of global terrorism.

The TLP’s mission remains just as relevant as it was five decades ago, and this publication aims to disseminate its history, explain its origin and raison d’être, and its evolution over the years, as well as its organization and ambitions for the future.


TLP’s mission has proven its validity over time. However, to fulfil this same mission, deep changes have been necessary over the years to adapt to new doctrine, new platforms and weaponry, the constraints of an increasingly congested airspace and, of course, to face a very different threat. On this path to remain relevant, the TLP is continually facing new challenges that currently include such novel aspects as training in virtual environments.


Fourteen years after its arrival in Albacete, the TLP is loved and appreciated both by our air forces and by the Albacete society. However, among those of us who are proud to be part of the programme, there is a feeling that it is not as well-known as other historical units of our Armed Forces. This book aims to make its history known, its mission, its current challenges and even, anecdotally, some of its participants in this almost half-century of history. I am convinced that in this divulgation lies the intended merit, which is none other than the recognition and valorization of the programme.
