la guerra submarina sistemática por parte de los alemanes hizo que la posición
geográfica de España deviniese para los aliados en objetivo estratégico
de primer orden. Ambas circunstancias fueron, en principio, las razones que
espolearon la necesidad de crear en nuestro país unas estructuras de información
y contraespionaje que combatieran a los alemanes en todos los terrenos.
Así, España se convertirá en un segundo frente de combate, un frente
secreto de la guerra entre los servicios secretos de los países beligerantes.

ABSTRACT
Spain declared its neutrality when the First World War broke out. From
the first moment, though, attending to its own interests, it relativized in favor
of the Allies this international position. The widespread feeling over a short
conflict made this policy effective, as well as the objective for Spain to become
a peace-mediator. Spain´s real problems came when the prospect of
a short war crumbled. On the one side, a war with no foreseeable end made
of the neutrals, particularly of Spain, a fundamental factor for sustaining the
war effort. On the other hand, the commencement by Germany of a sustained
submarine warfare made Spain, thanks to its geographical location, a first rate
strategic objective. Both circumstances were, initially, the reasons behind the
need to create in our country an information and counterintelligence structure
to fight the Germans in all fields. So, Spain became a second war front, a secret
front of the war among the belligerent countries´ secret services.

Una humorística e irónica columna escrita por Julio Camba bajo el
título «En España no se puede ser ruso», publicada en El Sol del
1º de diciembre de 1918, incidía en la cantidad de súbditos de ese
país que estaban siendo detenidos por la policía española: «Un extranjero,
