El 28 Austria declaró la guerra a Serbia; el 29 Rusia dio la orden de movilización parcial contra el Imperio austro-húngaro y el 30 la movilización general contra Alemania; esta en respuesta se declaró en «estado de peligro de guerra». Entre el 28 de julio y el 1 de agosto se sucedieron una serie de telegramas entre el káiser Guillermo II y su primo el zar Nicolás II de Rusia, en los que el primero trató de evitar la guerra a toda costa, pero sin éxito. El conjunto de esta correspondencia se conoce como los Willy-Nicky_Telegrams, y fueron escritos en inglés al ser esta una lengua neutral y el idioma de los abuelos comunes. El más significativo fue el que transmitió el káiser el día 31 de julio, del que se reproduce un extracto: I now receive authentic news of serious preparations for war on my Eastern frontier. Responsibility for the safety of my empire forces preventive measures of defence upon me. In my endeavours to maintain the peace of the world I have gone to the utmost limit possible. The responsibility for the disaster which is now threatening the whole civilized world will not be laid at my door. In this moment it still lies in your power to avert it. Nobody is threatening the honour or power of Russia who can well afford to await the result of my mediation. My friendship for you and your empire, transmitted to me by my grandfather on his deathbed has always been sacred to me and I have honestly often backed up Russia when she was in serious trouble especially in her last war. The peace of Europe may still be maintained by you, if Russia will agree to stop the milit. measures which must threaten Germany and Austro-Hungary (18). Al no haber recibido el káiser una confirmación de desmovilización, el día 31 el embajador alemán en San Petersburgo presentó un ultimátum al Gobierno ruso, pidiendo el cese de los preparativos militares en un plazo de doce horas. El mismo día 31, Francia decidió de forma «irrevocable» apoyar a Rusia. El día 1 de agosto a las 13:00 horas el Gobierno francés envió un cable a Rusia informándole de su apoyo en caso de guerra, y a las 16:00 ordenó la movilización general.
