235 Journal of the Spanish Institute for Strategic Studies ISSN-e: 2255-3479 Francisco José Dacoba Cerviño Brigadier Director of the Spanish Institute for Strategic Studies INTRODUCTION TO ISSUE 12 OF THE IEEE JOURNAL As the new Director of the Spanish Institute for Strategic Studies, I am very pleased to present issue no. 12 of our journal. And I would like to take this opportunity to greet our readers for the first time, to encourage them to con-tinue reading our journal and to contribute to it, should they wish. I would also like to remind you that the Institute has a number of other publications, all of which are available on the IEEE website. This issue of the journal opens with an article by Miguel Ángel Acosta Sánchez on the sphere of competence of peace operations. Crises that in one way or another affect the security of states, and Spain in particular, are becoming ever more complex and require every tool at the government’s disposal if they are to be managed appro-priately, including, but not limited to the military. And even the armed forces, when used, cannot confine themselves to carrying out strictly military tasks. The European Union’s Operation Sophia in the Mediterranean Sea is proof of this; its contribution to internal security, a competence of the state’s security forces, through external sea border control is just one example of what I am speaking of. This is a timely article considering the highly topical issues that the UK’s planned withdrawal from the EU has raised for Common Security and Defence Policy. In the second article, Enrique Arias Gil raises the possibility of a terrorist attack by individual terrorists using nuclear material, the mere mention of which is enough to make readers uneasy. Aside from the terror inspired by the Soviet Union in its day because of the control or, rather, apparent lack of control it had over the huge amou-nt of radioactive material in its power, nowadays, the threat of global terrorism has gained increasing importance and has added another cause for concern: lone wolves. An attack of this kind would have huge implications in terms of harm to people and would garner widespread media attention, thus making it a temptation that interna-tional terrorists would find hard to resist.
