A key to implement the responsibility to protect is that states adopt national laws against war crimes, genocide and crimes against humanity, in order to avoid judicial or criminal impunity, because when these rules do not exist courts can not punish the guilty for such crimes Responsibility to protect, Chapter VII, Crimes against the international community
