Professor in the Spanish Armed Forces School of Law. - Submited: November 2013 - Accepted: February 2014 THE LEGAL CHALLENGES POSED BY THE RESPONSIBILITY TO PROTECT IN THE NEW SECURITY AND DEFENCE LANDSCAPE The responsibility to protect emerged as a concept, an idea-force of contemporary society in response to the proliferation of new conflicts and threats that transcend borders and are characterised by massive human rights violations.
