10 | L´AVENIR DES OPÉRATIONS DE
GESTION DE CRISE DE L´OTAN
Cet article propose un nouveau modèle d'opérations de gestion de crise
de l'OTAN basé sur l'analyse de quatre interventions (Bosnie-Herzégovine,
Kosovo, Libye et Afghanistan) et examine sa traduction concrète dans l'approche
à 360° de la sécurité de l'Alliance. L'idée principale est qu'il est nécessaire
d'adopter une orientation qui optimise les efforts de l'OTAN pour
promouvoir la stabilité dans la zone euro-atlantique et, en même temps,
permette de remettre l'accent sur la défense collective. Les principaux défis
de l'Alliance sont d'atténuer les actions de la Russie à l'Est et l'expansion
de la Chine, dans un environnement opérationnel caractérisé par des
lignes de conflit floues et le virage des États-Unis vers le Pacifique.

Les jeux de guerre (wargames) ont été utilisés comme outil d'entraînement
militaire depuis l’Antiquité. En partant des jeux les plus simples,
similaires aux échecs, l'avènement du XIXe siècle a conduit à leur développement
jusqu'à atteindre des jeux très similaires à ceux que l'on
peut trouver aujourd'hui. C’est l'utilisation des jeux de guerre qui permet
aux troupes prussiennes d'obtenir d'importantes victoires sur les Autrichiens
et les Français respectivement en 1866 et 1870. De même, le jeu
de guerre développé par l'armée allemande en 1905, qui donne naissance
au « plan Schlieffen », est l'un des jeux de guerre qui a eu le plus
de répercussions à travers l'histoire.

MANAGEMENT OPERATIONS
This article advances a new model of NATO crisis management operations,
analyzing four areas of intervention (Bosnia and Herzegovina,
Kosovo, Libya, and Afghanistan) and the materialization of the model in
the Alliance’s 360º approach to security. The core idea is that a vision
must be put forward that optimizes NATO’s efforts to promote stability
in the Euro-Atlantic area and, at the same time, enables a renewed emphasis
on Collective Defense. The main challenges of the Alliance are to
mitigate the actions of Russia in the east and the expansion of China, in
an operational environment characterized by blurred lines of conflict and
the refocusing of the United States’ attention towards the Pacific region.

FROM ANCIENT TIMES TO THE
FRIST WORD WAR
Since antiquity, wargames have been used as a military training tool.
Starting from the simplest games—similar to chess—, the advent of
the 19th century led them to evolve into games much like those found
today. For example, the use of war games allowed Prussian troops to
achieve important victories in the years 1866 and 1870 over the Austrians
and the French respectively. Furthermore, it was a wargame developed
by the German army in 1905 that gave rise to the so-called
Schlieffen plan—a wargame that changed the course of history.
