MERCENARIES?
The Belt and Road Initiative is now underway in 80 countries in Asia, the
Middle East, Africa and even Europe and it is a project that poses unprecedented
security challenges for China. Reluctant to deploy troops
abroad, China prefers to maintain a flexible security combination through
the use of its military, paramilitary and local forces and, more recently, its
contractors. However, despite its growth and some successes, its private
security sector continues to show some shortcomings that hamper its
performance on the ground.

CONFLICT
International humanitarian law clearly states that children’s rights must
be respected in armed conflicts. However, this rule does not always

prevent children from suffering the effects of violence in a variety of ways.
This article analyzes the situation that—according to the UN—children
suffered from 2014 to the beginning of 2020 due to the so-called “six
grave violations”, and details the situation in a conflict such as that in
Afghanistan where, despite the presence of NATO troops, the rights of
millions of minors continue to be violated.

THE CENTENARY MILITARY
OFFICE CORPS
Writing, along with language and the wheel, is one of the three basic pillars
of civilization. And the Military Office Corps—created in 1886 by the
Queen Regent Maria Christina of Austria—knew a lot about writing. For
more than a century, until its extinction in 2004, its members have been
competently and zealously administering most of our country’s military
and archival historiography. This article has been written in their honor.

L’initiative Belt & Road mise en marche dans 80 pays d’Asie, du Moyen
Orient, de l’Afrique et même de l’Europe est un projet impliquant des défis
de sécurité sans précédents pour la Chine, réticente à déployer des troupes
à l’étranger. Elle préfère maintenir une combinaison souple de sécurité à travers
l’emploi de ses forces armées, de forces paramilitaires, de forces locales
et, plus récemment de sous-traitants.
Cependant, malgré son expansion et certains exemples fructueux, le secteur
de sécurité privé continue de montrer certaines déficiences qui limitent
son rendement sur le terrain.

CONFLIT AFGHAN
Le droit international humanitaire établit clairement le devoir de respecter
les droits des enfants dans les conflits armés. Cependant, cette
norme n’empêche pas toujours que les enfants souffrent, à différents
degrés, les effets de la violence.
Cet article a trait à la situation que, d’après l’ONU, subissent les enfants
depuis 2014 jusqu’au début de 2020 à travers les dénommées «six violations
graves» et, détaille la situation dans un conflit comme celui de
l’Afghanistan où, malgré la présence des forces de l’OTAN, les droits de
millions de mineurs sont violés.

BUREAUX MILITAIRES
L’écriture est, avec la langue et la roue, un des trois piliers élémentaires
de la civilisation. Et concernant l’écriture, les membres du corps des bureaux
militaires en savaient long. Corps créé en 1886 par la reine régente
Marie-Christine d'Autriche, ses membres ont géré, pendant plus d’un
siècle jusqu’à la disparition du corps en 2004, avec zèle et savoir-faire,
la plus grande partie de l’historiographie militaire liée à la gestion des
archives de notre patrie. C’est en son honneur que se rédige cet article.
